NASA Invites Private Companies To Explore The Moon

Private companies are invited by NASA to join them into exploring the moon and possibly bringing home some very precious materials , which will be very profitable.
As NASA they are inviting private companies for commercial activities, what does this mean we are unsure at the moment as this could be anything mining possibly to bring helium-3 back to earth which is a very rare earth element which can be easily turned into a clean energy alternative for for fueling nuclear fusion.
As later NASA announce what the commercial activities meant is for private space exploring companies this partnership will have access to testing facilities including vacuum chambers and testing vertical test beds.
